Board Meeting Minutes

There were no guests present.
 
Change in Board President – Bob Croft informed the board that tonight would be his last meeting as President. He also resigned as a member of the Board with the offer to remain on as the secretary and Advisor to the Board. He will continue to do the emailing, board minutes, keep the website current and provide advise on the many issues presently in the works between the various agencies FOBHL works with. He expressed his optimism that it's a new day for Bighorn Lake once again! “I feel FOBHL is in good hands!!!” he said. The group accepted his offer. A formal letter to this effect was sent to the Board members.
 
BICA items:
Earth Day April 26, 10am to 1pm in Lovell on Main Street. We will be there to discuss AIS with the public and hand out new AIS literature. Lynn is a certified AIS inspector too.
 
Jerry purchased a new orange windsock to be put on a pole at Horseshoe Bend. It provides wind conditions at the Marina via the two web cams on site. BICA staff will install the sock.
 
The new 360' web cam is not rotating today and was shut down for service also the 180' cam is off too. Both should be operating later in the week.
We discussed the impact of the low lake level on the Hidden Treasure Charter Tour boat concession. We are willing to do whatever it takes to help them be able to launch at the Barry's landing ramp. Their tours began in early May this year.
FOBHL items:
Ken reported progress on the Lease for the billboard location east of Lovell at the junction. We would like to get this unit up soon!
 
Jerry L gave the April financial report and told us how successful the 2014 membership drive has been. We appreciate everyone being so generous and prompt in renewing plus we have some new members.
 
Steve will continue to work with BICA professionals on getting a boat rinse station at Horseshoe Bend and the keep the grass project on their minds.
 
The 2014 Mustang Guide Ad is being designed and will be available for approval this week. It will be the back page in full color again. The cost is $500 for 10,000 copies.
 
2014 Bighorn Lake Celebration on July 19, 2014 The Special Use Permit with BICA has been applied for, they will waive the $75 processing fee again this year. We are also applying for the million dollar liability insurance policy for the day as well.
 
The mountain snow pack report is showing a range of 134 – 155% SWE in the three water sheds. Boysen and Buffalo Bill reservoirs have increased outflow 1000cfs this week to lower there storage levels. The irrigation season has not started yet either.
 
The YT lake level is still dropping, now at 3615' to handle high inflows this spring. No boat launching from Horseshoe Bend ramp now until early June at the soonest. A low elevation of 3600' is the target low. Out flow below the dam of nearly 7000cfs is making fly fishing difficult for the fishing guide services too. This also will impact the trout spawning success this season. YT Reservoir Conference calls continue on a 2 week basis.
 
USBR spring operations meeting will be in Billings April 10 at 1pm at the MSU downtown campus. Steve will attend this meeting for FOBHL.
 
The semiannual Bighorn River Issues Group Meeting will be in Lovell on Wednesday April 16 from 10am – 3pm. We will do lunch and break snacks! All FOBHL members and the public are invited.
The next board meeting will be in Lovell May 13, 2014 at 6:30pm in the Bighorn Federal meeting room.
 

Following the meeting the board met to discuss interim leadership for the next few weeks until a new board president is appointed and additional board members are in place. Ken and Steve will share the leadership duties during this time!
