FOBHL Board Meeting Minutes

Welcome Craig Amadio the new Cody region fisheries supervisor. He comes to us from Flaming Gorge Reservoir in southern Wyoming and understands having two states manage a system.
Earth Day April 26 10am to 1pm We will provide Aquatic Invasive Species info and have the BICA decontamination trailer on site to show.
A new Rocky Mountain Regional NPS Director has been hired so we hope they will now begin the process of hiring a new Superintendent for BICA. This process takes several months.
A wind sock type of flag will be installed at Horseshoe Bend by FOBHL and be visible on the web cams.
The BICA Lovell visitor center parking lot will be rebuilt this summer to repair several bad spots. Other work on the grounds will be started too.
A property lease, for the large billboard to be built at the junction east of Lovell, is being negotiated. Ken will keep the board informed as the process moves forward. (Ken reported this to Bob on Wed)
The Bighorn Lake Sediment Scoping Study Funding conference call will be March 18 at 1:30pm. We need all of Wyoming's folks on this call.
Jerry presented the financial report and 2014 membership drive results to date. We have had a large number already renew their memberships.
The lawn at Horseshoe Bend and a possible boat wash station at HS Bend will be discussed with the BICA Acting Superintendent next month.
2014 Bighorn Lake Celebration will be on July 19, 2014
Snow pack reports for this week went up to 156% of normal SWE. This means that YT will have to be drained to a very low level for this spring. There will be no lake at Horseshoe Bend in April, May and part of early June if the present conditions hold. For us to have a lake year a round we need a snow pack of 90 to 110% then the reservoir does not need to be lowered so much for future runoff to prevent down stream flooding. So too much snow is not always the best to manage unless we have a very low winter storage condition where we need to refill the system.
YT has raised nearly 5 ft in a week due to the warm temps and the flooding in the 3 drainage areas! The outflow will be increased to over 5000cfs soon. The inflows went from about 1600 to over 8000cfs the past few days. There was severe flooding in Worland, Manderson and Greybull on the Bighorn River due to the ice jams and increased run off.
No boat launching at Horseshoe Bend in April or May this spring due to a low elevation of 3608'. The USBR is following the approved plan for YT management we helped develop so we support the process.
YT Reservoir Conference calls continue on a 2 week basis for awhile yet.
The USBR spring YT water operations meeting will be in Billings April 10 in the afternoon.
The Bighorn River System Issues Group Meeting will be in Lovell on April 16 from 10am – 3pm. FOBHL will provide snacks and the noon lunch as usual.
The next board meeting will be in Powell April 8, 2014 at 6:30pm at the PVCC meeting room.
