Board Meeting Minutes

Call to order and Welcome – Bob C

All board members present!
 
Welcome BICA professionals: Denice Swanke - Superintendent Little Bighorn Battlefield and Acting Superintendent Bighorn Canyon NRA, Cassity Bromley – Chief of Natural Resources and Christy Fleming – Chief of Interpretation. Each one gave a presentation to the board.
 
BICA items:
Christy Fleming presented the 2013 VIP awards plaques to Steven Keil, Bob and Sharon De Rocker, Bob and Rena Croft and the FOBHL organization. Each had given many hours of volunteer service to the park in 2013.
 
There is no progress yet on hiring the new Superintendent for BICA.
 
Projects: 1-the new log boom is stored for the winter to be installed this spring, 2-the on shore rest room at Jim Ck is finished with a dock to be added in the spring, 3-the Kane ramp extension is done . The fuel tank and all its parts will be removed at Horseshoe Bend due to the annual expenses needed to stay compliant with EPA/DEQ regulations. The Medicine Creek restroom and dock setup will be available again this summer. Also a new floating restroom for the Devil's Canyon area has been budgeted for.
 
Earth Day will be on April 26 and BICA will be having a fair that day. Invitations have went out to local entities who might like to participate. This year celebrates the 50th anniversary of the Wilderness Act. Will FOBHL be involved this year?
 
2014 BICA budget will be low again so summer personal will be limited which limits projects and visitor services. The Kayak trails program will be available but limited unless VIP helpers can be used.
 
The Fee station at the south park entrance is non functional and will be replaced by some other fee collection system.
 
The artist in residence program is taking applications for this summer.
 
Several VIP projects were mentioned that need helpers: driftwood piling, Kane cemetery cleanup day, Hwy 37 cleanup at the BICA boundary, camp ground attendants for Trail Creek, Horseshoe Bend and the Crooked Creek Contact station.
 
A new flag pole at Horseshoe Bend is being considered.
 
FOBHL items:
Progress is still being made for a Billboard east of Lovell at the junction. Ken, Ferrell and Joe are discussing this with the landowners.
 
A Bighorn Lake Sediment Study Funding meeting is forth coming by the USBR in Billings. This project needs to get going again after several months delay.
 
Jerry presented the financial report and lead a discussion about the 2014 membership drive coming up in Feb.
 
There is still interest on making a boat rinse off station at Horseshoe Bend if some environmental issues can be resolved with BICA.
 
Service Projects available at BICA this year were already mentioned above. Many of these would be good Eagle Scout projects and will be mentioned to the BSA District council.
 
2014 Bighorn Lake Celebration is July 5, 2014 (this date is on the BICA, NBHSAR and EMT calendars already)
 
Snow ppt report shows 104 to 130% of normal snow pack for the three water sheds feeding YT Reservoir. A Monday morning snow report is emailed out each week to FOBHL.
YT Reservoir Conference calls continue on a monthly basis at the present time. It has dropped 5' since Dec 1 when ice began forming. Fishing has been very good!
The next board meeting will be in Powell on Feb 11 at 6:30pm at PVCC Rm
