Board Meeting Minutes

Call to order and Welcome – Bob C
Approval of Feb minutes: Motion by Jerry Second by Joe
Welcome guests: Sam Hochhalter - new fisheries biologist for WGF in this area. Sam a native of Montana comes to us from Alaska Game and Fish.
Jerry Case – Superintendent BICA
The BICA report focus was on the federal government sequester now in effect and the possible implications of no federal budget come March 27. Both of these issues will have an impact on what is available at Bighorn Canyon this year. Local and area newspapers have covered this so we will not rehearse the problem. We offered to help in anyway that may be needed. Budget cuts will also influence the hiring to fill vacant permanent staffing at BICA.
Kane ramp extension project is under way. The log boom replacement and Jim Creek rest room portion are progressing as well.
The Hwy14A causeway repair project is on going to repair the high water damage from 2011.
Ken and BICA staffers continue to move forward on providing boat fuel at Horseshoe Bend Marina this year. Various options are in consideration as to how to fund the project. The FOBHL board have agreed to provide some funding if it will help.
Ken reported no change on the new billboard east of Lovell.
Jerry L presented the financial reports and renewal of membership data.
Snow levels in the 3 river drainage’s are lower than normal again. The Wind River area is the driest.
Lynn and Bob reported on the March USBR YT Reservoir Conference call. The trend is to stay conservative with the operations due to the low April-July runoff forecast. The next call will be on April 23 at 1:30pm.
The USBR spring YT water operations meeting will be in Billings on April 4 at 7pm. The location is the MSU Downtown campus. There will be some of the FOBHL board members attending. We invite any others to show support by attending too!
The USBR spring Bighorn River Issues Group meeting will be April 11 in Lovell from 9am to 3pm. This is a very good meeting to attend. FOBHL will provide lunch and break goodies again! The agenda will be sent out as soon as received.
Ferrell & Joe attended the spring Boysen reservoir water management meeting in Worland today at 10am. The overall theme was less water than last year in the drainage. Lynn and Jerry will attend the Buffalo Bill reservoir water management meeting in Powell tomorrow at 1pm. We expect them to report this drainage to be close to normal runoff this season.
Plans for the 2013 Bighorn Lake Celebration continue to be finalized.
The next board meeting will be following the Issue Group meeting in Lovell on April 11 about 3:30pm.
