Report from John Keck - BICA
 
NPS Budget – has been approved and allocated for BICA
 
HSB Campground – Construction is coming along fine with trenching for water and electrical being done on Loop A. Loop B is progressing with site construction and pad filling continuing.
 
HSB Well – The third bidding process in now underway since the winning contract with the previous bidding has been deemed in default. It will be mid summer before a well will likely be in place and usable.
 
HSB boat dock – BICA will be advised soon if they received the funding for this new dock. It is to be made from Brazilian hardwood and have double edge bumpers which will protect boats with various freeboard heights.
 
Concession special use permit – There have been three parties apply for consideration to operate the HSBend marina/concession for the coming season. After a review of applications a decision should be made in two weeks.
 
Boat Ramps – A discussion was held concerning launch elevation and dock installation elevations. Why aren’t these elevations the same? What or who determines when the log booms are placed around the marinas? Last year extreme amounts of trash came onto the ramps and it will most likely be worse this year. (photos from last year were shown)*** John agreed to get us some answers.
 
We will be helping to install the windbreak fence at each campsite in the coming weeks. A notice for helpers with cordless drills will be forth coming.
 
Presentation by:
          Eric Decker, Big Horn Basin RC&D Council stationed in Worland.
The RC&D Council is seeking information and support for grants that will assist in the control of Russian Olive and Tamarisk trees in the BigHornRiver bottom. These trees use large volumes of water every day plus are very competitive plants to the more desirable tree species.

HD & Margaret – BICA sign improvement project, Hwy 37 issues at CETCO / RRX
          The first meeting on Hwy 37 issues was a success and a second one will be held April 9 to discuss actions taken since the first meeting. All stakeholders are in agreement that several items need prompt attention.
 
Bob N & Jim - Powell Home and Garden Show May 10, 2008
          Preparations have been made for this event and an emailed helper schedule will be sent out the end of April to get volunteers.
 
David & Marilyn – CodyHome and Garden Show April 18-19, 2008
          All is in order for this event next week and we look forward to seeing a large crowd of potential members and boaters attend.
 
Ferrell Mangus – Mustang Day Committee rep for FOBHL – June 21 event
          He attended the last meeting where advertising items were developed. He gave us the tentative schedule for the week long event.
 
Ken, Lisa & Joe – Promo activities for Bighorn Lake 2008 season were discussed; youth groups coming each week, June 21 2008 Bighorn Lake Celebration details will be emailed this week, advertising methods and costs.
 
Jerry & Bob C – Driftwood and Day Board projects in March and April
          A successful driftwood stacking project at the Horseshoe Bend beach was done on March 29 and April 3. There were 16 helpers. It was determined that no more driftwood stacking will occur this spring and we will have a cleanup project at Horseshoe Bend Area on April 12 from 8:30am to noon.
 
Ongoing items for comment or questions:
 
USBR-MTAO Issues Grp Meeting and Interagency meeting March 13 in Lovell. (MFWP pressing for even higher outflows – 3500 cfs?) Several of the directors attended and felt it to be one of the best meetings by the USBR so far.
 
Wyo USBR meetings – Joe and Ferrell attended the meeting in Worland on March 17 for Boysen and Bob C the one in Powell on March 18 for Buffalo Bill reservoir. Both meetings were very informative and helped us be better informed in order to monitor the water operations of YT reservoir.
 
Dan Jewell, area manager of the MTAO-USBR convened a conference call April 4 with stakeholders of Bighorn Lake system (Bob C for FOBHL) to review and get input for the modified April water operations mgmt plan. Due to cooler than normal temperatures the snow run off has been delayed thus an increase in the available snow pack and how this impacts the inflows/outflows. A revised plan will be issued on April 8.
 
The second set of new lake maps will be printed by NW College this month.
 
Our next meeting will be in Lovell on May 13 at Big Horn Federal at 6:30pm.

Addendum:
Hwy 37 Meeting on April 9
          Another successful meeting was held at the LovellTown Hall meeting room with all parties present except the railroad and Lovell ambulance services. The new RR crossing will be installed in mid May as planned. Discussion is still going on with the RR as to making another RR crossing east of the bentonite plant. American Colloid/CETCO will be keeping the road clear of bentonite by sweeping Monday thru Friday plus grading if needed. WyoDot will monitor the progress of the highway and barrow ditch conditions. The companies with the field hauling trucks will be contacted about their responsibility to keep the highways cleaned up too. We will monitor the next few months’ progress and then meet again if needed. We encourage all using this highway to be cautious during wet weather and report any road surface problems to us. (photos are useful) These concerns will be relayed to WyoDot immediately.
 
 
 
BICA Tour on April 9
          BICA professionals John, Chris, and Cass were joined by Bob Croft to look at future projects that need attention where FOBHL can help. The following items were reviewed and looked at on site. The 2009 driftwood projects, on the water floating tree removal, caution markers for boating hazards in the water (partially submerged rocks ), where to use the old HSBend dock sections to improve lake access and the placement of the new day boards in the south end of the lake. We need a VIP from FOBHL to provide weekly summer weed spraying in the Horseshoe Bend area. FOBHL will have a new sign made for the south narrows noting the shallow water conditions. (the old one is faded beyond recognition) We will do an on the water tour in a couple months to finish up.  Bob C and Mike will tour the new day board sites next week and put a plan in place to set them.
 
It’s been another very productive week of meetings!
