Call to order and Welcome – Bob C
Approval of Oct email meeting minutes: Motion by Jerry Second by Joe
Bob C phone conference with Jerry: Chris Wilkinson is the new Chief of Interpretation at BICA. The Artist-in-Residence program at BICA is coming alone great with several artists on site over the past weeks. The DC office of the NPS has requested the past info regarding the Trans Park Highway to review. The new well at HSBend will be drilled next week providing more water for this facility. The EPA Clean Marine Engine Requirement of 2013 will not impact boating at BICA. (The older boat motors will be replaced by their owners as they quit working)
The 2010 Annual FOBHL Members Meeting date was discussed and the board will pole the members to get their feeling as to a date. Some of the ideas presented to date: keep it in January, have it when folks are thinking it’s getting close to the boating season, move it to early May on a Saturday afternoon with a picnic, more to come……..
The Boysen Reservoir fall water management meeting will be in Worland on Friday, November 13 at 10am in the Elks Hall. Ferrell and Joe will attend this meeting to get information and also ask about the invasive species monitoring at Boysen, Diversion and BullLake reservoirs.
The board discussed the aquatic invasive species concerns and how FOBHL can help handle things next year. Bob C will be on the interagency committee who will be coordinating this effort. There will be a conference call around December 1. There needs to be extensive public education before the boating season next spring to help the invasive species boat inspections be useful and be supported by the public. The Board has contracted for a 12’ X 48’ lighted billboard on Highway I 90 between Laurel and Billings from April thru September 2010 to promote Bighorn Canyon National Recreation Area. We are still preparing photos for it.
The Crow Tribe Water Rights Settlement Act of 2009 which includes the Crow Compact is winding its way thru Congress. The Wyoming Congressional delegation is watching it closely.
BighornLake is still just below full pool at elevation 3639.26 feet with river outflows at 2700cfs.
Last week Montana Senator Max Baucus demanded a high-level investigation into Bureau of Reclamation (BOR) management of the Bighorn River and Yellowtail Dam. All of the Wyoming interests are in favor of such an investigation in that all the facts will be on the table for public viewing!
USBR Bighorn River conference calls with the stakeholders will be monthly until early 2010. The last call was today at 1:00pm with the next one being December 8. The report indicated all things showing average conditions for this time of the year. With the winter operations plan in place BighornLake will reach the NPS minimum lake level of 3620 feet of elevation on April 1, 2010.
The next FOBHL Board meeting will be in Lovell at 6:30pm on December 8.
